DNA Match Cracks 1990 Houston Lovers Lane Murders Cold Case

A previously unentered DNA profile extracted from a 1996 sexual assault investigation has matched biological evidence recovered at the 1990 crime scene of the Houston Lovers Lane murders, culminating in the March 25, 2026, arrest of a 64-year-old Nebraska man.

According to the Houston Police Department (HPD) and Harris County District Attorney Sean Teare, investigators charged Floyd William Parrott with capital murder after a Combined DNA Index System (CODIS) upload linked his genetic material to the homicides of Cheryl Lynn Henry, 22, and Garland Andrew “Andy” Atkinson, 21.

Integrating CODIS and Forensic Genealogy

The investigative breakthrough originated in late 2025 when HPD Cold Case Detective Sgt. M. Burrow reviewed a 1996 sexual assault file. Parrott had been the primary suspect in that 1996 incident but was “no-billed” (meaning a grand jury declined to indict him for the crime) due to insufficient evidence at the time. However, forensic technicians had lawfully collected his DNA during that investigation.

When detectives uploaded Parrott’s 1996 DNA profile into CODIS—the FBI’s national DNA database—it generated a direct hit to the suspect DNA profile cultivated from the 1990 Henry/Atkinson crime scene. Furthermore, the database matched Parrott’s profile to a separate, unsolved sexual assault from June 1990.

The CODIS match corroborated parallel forensic intelligence gathered by the HPD. In 2020, investigators partnered with Othram, a private DNA laboratory specializing in forensic genetic genealogy. Othram utilized Forensic-Grade Genome Sequencing to build a genealogical profile from the crime scene DNA. Traditional STR (Short Tandem Repeat) testing subsequently confirmed that the genealogical evidence pointed directly to Parrott, fortifying the probable cause for his arrest.

The 1990 Crime Scene Forensics

The biological evidence that anchored this case was preserved from an August 23, 1990, crime scene located in a wooded, undeveloped cul-de-sac near Enclave Parkway and Eldridge Parkway in West Houston’s Energy Corridor.

HPD incident reports indicate a security guard discovered Atkinson’s abandoned vehicle the morning after the couple was last seen leaving Bayou Mama’s nightclub. Upon securing the perimeter, HPD officers located Henry unresponsive inside the vehicle. Atkinson’s remains were found secured to a nearby tree.

Forensic pathology reports concluded both victims suffered fatal, severe lacerations to their throats. Sexual assault kit protocols administered during Henry’s autopsy successfully recovered the suspect DNA that would remain in police custody for nearly 36 years.

Law Enforcement Impersonation as a Suspected M.O.

The suspect’s historical criminal record provides a potential operational framework for how the victims were subdued. Harris County District Attorney Sean Teare reported that Parrott possesses a documented history of impersonating law enforcement personnel during the 1980s and 1990s.

Court and police records confirm Parrott previously operated a vehicle equipped with aftermarket emergency police lighting. He was also documented carrying fraudulent badges, a constable uniform, and police radios. Authorities hypothesize Parrott utilized this fabricated authority to initiate traffic stops or isolate victims in secluded areas.

Parrott was convicted in the late 1990s for impersonating a public servant, serving approximately three years of a 20-year sentence in the Texas Department of Criminal Justice system. Given this distinct modus operandi (method of operation) and the newly discovered DNA links to at least one other 1990 sexual assault, the DA’s Cold Case Division stated they are actively investigating the high probability of additional victims.

Arrest and Pending Litigation

Following the forensic confirmation, an FBI SWAT unit collaborated with HPD Homicide Cold Case detectives to execute the arrest warrant on March 25, 2026, in Lincoln, Nebraska.

Parrott currently faces Capital Murder charges filed in the 176th Criminal District Court in Harris County, Texas. Prosecutors have released Parrott’s 1990s booking photographs alongside images of the replica police vehicle he operated, issuing a public appeal for any surviving victims to contact the HPD Homicide Division.

The Evidence

  • Suspect DNA: Biological material recovered from a 1990 sexual assault and homicide scene matched a DNA sample collected from Floyd William Parrott during a 1996 sexual assault investigation.
  • CODIS Verification: The FBI’s national DNA database linked Parrott’s 1996 sample to both the 1990 Houston Lovers Lane murders and a separate June 1990 sexual assault.
  • Genealogical Confirmation: Forensic-Grade Genome Sequencing by Othram in 2020 generated a profile that aligned with Parrott, later confirmed by traditional STR testing.
  • Crime Scene Data: Cheryl Lynn Henry and Garland Andrew Atkinson were found on August 23, 1990, in West Houston, both having suffered fatal lacerations to the throat.
  • Suspect Background: Parrott has a prior conviction and served prison time for impersonating a public servant, utilizing fake badges and emergency vehicle lighting during the period the homicides occurred.
